As is happening today, back then people fought to stop the loss of control of local assets and identity but It was to no avail, it was a "Done Deal."
The management approach, central vs local aspect of 3 waters is a very different matter than handing over control to Iwi, despite that centralisation is necessary for the latter to happen. The management approach in all of its potential shades I suggest is debatable, whereas handing over control/ownership to Iwi is nepotistic corruption.
