You are quite correct with your analysis. I listened to the interview you refer and was bemused by Chris Trotters caution regarding the lady. We should consider her frame of mind at the time of her offending and not be too harsh in criticising her. Just her or every persons that commits an offence?

It may be of some value to have candidates for Parliament declare any mental condition, past and present, as they are required to do with assets. Perhaps an annual psych evaluation would be a good investment for the electorate.
